Make a submission - it's easy!

The NSW Government has revealed the proposed rezoning that will allow them to sell off our precious foreshore land for private development. It will allow for new buildings along our foreshore up to 25m high, which is 8 storeys according to the NSW Government’s own guidelines.

Now is the time that we can make submissions raising our concerns about the impact this will have. It’s a quick and easy process. Submissions close at 5pm, Monday 30 June.

The more submissions we make, the more likely they will have to listen and keep this land in public hands so we can improve the foreshores for everyone.

Every submission counts! 

  1. Go to the dedicated NSW Government webpage (https://pp.planningportal.nsw.gov.au/ppr/under-exhibition/coffs-harbour-jetty-foreshore)
  2. If you would like, you can find lots of information about what the NSW Government is proposing in the reference documents included on the webpage.
  3. Scroll down the page until you reach, ‘Submission’ 
  4. Select whether you are making a submission on your personal behalf or on behalf of an orgnisation
  5. Enter your name – and select whether you would like to keep your name confidential 
  6. Enter your email address and postcode
  7. Click on the circle next to: ‘I object to it’, ‘I support it’ or ‘I am just providing comments’. 
    If you don’t want residential apartment blocks, please click on ‘I object to it’
  8. If you would like, upload a file (word doc, pdf, powerpoint etc) outlining and/or supporting your concerns and objections. This is optional but encouraged
  9. Whether or not you have uploaded any documents, type an outline of your submission into the submission text box. It does not matter how short your objection is and there is no apparent upper word limit on how much you include.
  10. It is standard for the NSW Government to post submissions online following the consultation period. If you have ticked the box to keep your name confidential (Step 5 above), your name won’t be included. Click on the ‘I agree’ box to show you’re aware of this. 
  11. Prove you’re not a robot by clicking on the box next to ‘I’m not a robot’
  12. Click ‘Submit’! 

There are serious concerns about the rezoning proposal and the way the community’s needs have been ignored by the Sydney-based planners. We can enhance the Jetty Foreshores with kiosks and public amenities, without sacrificing public land.  Some concerns you may want to consider for inclusion in your submission are list below:

  • This rezoning proposal does not accurately reflect community consultation. The rezoning includes 4 sites zoned specifically for multistorey residential development despite the Coffs Harbour community’s overwhelming rejection of any residential apartment blocks within the Jetty Foreshore precinct in the official 2024 Coffs Council poll verified by the NSW Electoral Commission. 69% of Coffs residents voted ‘No’ across all age groups.
  • The proposed rezoning allows for up to 250 residential apartments and 200 apartments for tourism accommodation, with design guidelines providing for at least 1 vehicle per apartment, and in many cases 2. Despite this, there is no proposed improvement to road access to the precinct, which will continue to be restricted to 2 lanes via Camperdown St and Marina Drive. Public vehicle access to the foreshores will be severely impacted. At busy times e.g. every Sunday morning, the proposed rezoning will lead to severe traffic congestion at the precinct’s entrances and exits affecting Harbour Drive, Marina Drive, Jordan Esplanade and Camperdown St. The rezoning needs to be amended to effectively avoid traffic challenges – this can be done by removing multistorey residential development in the precinct.
  • The proposed rezoning ignores feedback from Gumbaynggirr Elders that land with special meaning and strong historical, traditional and cultural connection for Aboriginal Gumbaynggirr people is respected. The Garlambirla Guyuu-Girrwaa Coffs Harbour Local Aboriginal Elders Corporation have called for the preservation of open space and public land in the area.

When putting together your letter, consider the concerns that have been raised in our community.

Think about your own circumstances and how the selling off of our Foreshore land for private development will impact you and how it may affect the way your family uses the Foreshores now and in the future. 

Consider any social impacts, economic impacts and environmental impacts.

A good submission should ….

  • Introduce yourself or your group, acknowledge the opportunity to make a submission and note any relevant work you or your group has done.
  • Outline your key concerns and focus your discussion on these. It is not necessary to address the whole rezoning proposal – choose the parts that are most relevant to you.
  • If possible, make recommendations. Make strong clear statements, e.g., ‘the proposal should be amended to include a requirement that…’
  • Use evidence or case studies or stories to support your arguments and recommendations. Give specific examples that draw on your knowledge and experience. If you can, collect stories that support your argument from others in the community. You can also draw on the work of others, for example scientific publications, government documents, or the work of other organisations.
  • Always give details about how you arrived at your assertions. For example, instead of saying: ‘The rezoning proposal is outrageous. It will prevent the community using the foreshores.’ You could consider saying something like: ‘The  reduction in available space for public parking, together with the proposed increase in private residential vehicle traffic, is likely to restrict the broader community’s access to the city’s most popular recreational area for sport, picnics, markets and more.’
